You said your gf has valid ID’s but you didn’t say what they are. Your GF should only need two valid IDs to get a Philippine passport. There are several other options if she is having problems with her old school ID.
I don’t know anyone at the DFA, its been a few years since we had to deal with them. I don’t have any information about Angeles but it should be the same as Manila, they do accept valid: SSS ID , Computerized Voter’s ID, PRC ID, Driver’s License with receipt , GSIS ID or School ID with original registration card (for student).
My wife used the door delivery service after she did the initial application.

2. Prepare the duly accomplished Telephone Passport Express Application form with the required documents.
3. Personally submit documents to the nearest LBC branch or Telephone Passport Express office for screening and evaluation.
4. Pay the necessary fees.
5. Wait for confirmation of schedule for fingerprinting and signing.
6. Proceed to the DFA Telephone Passport Express Center on the assigned day and time.
7. Your new passport will be delivered to you by Telephone Passport Express/LBC Door to Door Delivery Service within 24 hours upon release.
Be very careful using Fixers: some times it’s helpful to pay a guy at different agencies to help get thru the process more efficiently because it can get confusing going to the different departments but NEVER pay anyone to get you false documents.
Pretend attorneys that hang around different agencies will offer to help for a price also but some will never do what they offer especially if they are paid all or most upfront.
Some people complain about paying the express fee to get documents the same day but anyone that has ever traveled to a government office and sat or stood in line most of the day in usually a hot crowded room will pay the express fee so they don’t have to do it all over again the next day. Depending where you are located the trip alone could almost be as much as the express fee of P500.
